Sub: Pitiable Condition of Employees & Citizens at Mira Road (East), Post Office under Chief Post Master General of Maharashtra Circle .
The main Post Office near Railway Station receives more than 200 bags full of posts every day. The Post Office is required to deal with the following posts per day through 25 Postmen (as against the sanctioned strength of 28 posts):
30000 deliveries of ordinary posts.
100 Speed Post
450 Regd Posts
50 M.O.
200 VPP
40 Parcels
Very small room is provided for these many Postmen & Sorters to handle such a big number of postal articles. Total area for the entire office including side of stair case, counters, space for staff, citizens & Post Master is 2392 sq ft and is less by more than 1500 sq ft as per yardstick. All employees, including office staff are working in crowded unhygienic and congested atmosphere & area. If any Supervisor comes and sees them working here, he will realize that they are not human beings but beast of burden! The pitiable position of this Post Office is brought to the notice of the Chief Post Master General, Maharashtra Circle and SPO, Thane West Division since 2006 by letters, telephone talks but no action is being taken to improve the pitiable condition of staff & Citizens!
Posts are not received by Citizens for days together. All important letters like dates for interview, invitations for marriage or any special occasions are received after the occasions are over or are not received at all, most of the time after a month of dispatch! No letter bears date of receipt in the office. Even Speed Posts are received after 7-10 days! Thousands of bundles of letters are lying on the premises of Post Office in a shabby manner, getting spoiled due to people walking on/near them with wet umbrellas in this season, as there is no sufficient space for citizens to stand in ques or move from one Counter to other. This position of thousands of letters lying on ground any where in premises can be verified by any one at any time!!
Position of this Post Office is very very bad in all respect not only inside but also outside the Office. Surrounding area is full of mud, stones and sand!!! Large numbers of handicapped, Senior Citizens find it difficult to enter and stand! Citizens come for some work or other and they have to wait for hours together before their work is done. They are tired of this situation prevailing since long and every day, there is shouting, fight & agitated atmosphere. Counters are very near to each other and only 6 Postal Assistants are working (against sanctioned strength of 10). With such a heavy shortage of Assistants & Postmen, the workload on those working is very heavy and that make them irritated & over burdened daily, resulting in uncontrollable unrest amongst all. This had resulted in stoppage of work recently by all staff, increasing the pitiable plight of law abiding Citizens. All Citizens are fed up and this pitiable position of this Post Office may now force them to come on roads, which is not desirable. We are, therefore bringing out this pitiable position to your personal notice for immediate action before it is too late! The following actions may please be taken immediately:
i) Provide immediately staff-Postal Assistants as well as Postmen- as per present workload and fill in the existing vacancies on Top Priority Basis in this Post Office serving such a large population, upgrading the status of this Post Office with two Post Masters.
ii) Provide immediately full accommodation as per number of staff, population, and number of citizens coming daily with all modern facilities required for a Public Utility Office. To-day, even basic facility to sit or stand comfortably is not provided, which is a Social Crime & Mockery of Citizens!! If necessary, the present office of SPO, Thane West Division situated in this building may be shifted some where and sufficient place provided to this Post Office.
iii) There is a surrounding ground with compound wall, which is kept in unhygienic condition with mud, sand, dirty water etc, making very inconvenient for staff and citizens to enter the premises. This area may be developed properly and bad name of Postal Department & its Minister may be improved very early. This was brought to the notice of SPO, Thane West Division before previous monsoon and proper action was promised but nothing, except throwing some sand & mud is done even after more than 15 months!
